Community Development Block Grant
The City of Palm Beach Gardens qualifies to contract directly with the U.S. Department of Housing and Urban Development (HUD) for federal funding under the Community Development Block Grant (CDBG) program. The program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons.
Projects
Owner-Occupied Rehabilitation Assistance Program:
During the term of the City’s previous Consolidated Plan (2015-2019), the Planning and Zoning Department created and implemented the Owner-Occupied Residential Rehabilitation Assistance Program, a program designed to preserve and extend the life of the existing housing stock by providing financial assistance to income eligible homeowners to make their housing more affordable. The City has successfully completed 27 rehabilitation projects in the past seven years and has construction projects underway working towards a goal of 30 houses, ultimately.
Mary Circle and Dania Drive Waterline Improvements:
During the current term of the City’s second consolidated Plan (2020-2024), the Engineering and Planning and Zoning Departments are implementing the Mary Circle and Dania Drive Waterline Improvements Project. This project is a public infrastructure project that includes water main extension and roadway improvements to increase the availability of municipal services to residential properties in the Mary Circle and Dania Drive neighborhoods.
The Program
The Community Development Block Grant (CDBG) program is sponsored by the U.S. Department of Housing and Urban Development (HUD). As an eligible community, as defined by HUD, the City of Palm Beach Gardens may receive funds annually to carry out CDBG eligible activities. The City will direct these funds for various projects designed to meet the needs of low to moderate income (LMI) persons.
To receive its annual CDBG entitlement grant, a grantee must develop and submit to HUD its 5 - Year Consolidated Plan, which is a jurisdiction's comprehensive planning document and application for funding for the CDBG Community Planning and Development formula grant programs. In its Consolidated Plan, the jurisdiction must identify its goals for these programs, as well as housing programs.
2020 Five-Year Consolidated Plan and Analysis of Impediments to Fair Action
The City of Palm Beach Gardens is required to submit a Five-Year Consolidated Plan, Annual Action Plan, and Analysis of Impediments to Fair Housing Choice (AI) to the U.S. Department of Housing and Urban Development (HUD) in order to receive federal grant funds under the Community Development Block Grant (CDBG) program.
The Consolidated Plan sets the City's strategic objectives to address housing and community development needs through HUD funding and other resources. The Annual Action Plan outlines how the City will spend the funds it receives annually from HUD. The AI is a plan to Affirmatively Further Fair Housing and includes an analysis of fair housing issues and actions to overcome impediments.
The City anticipates it will receive approximately $237,646 in CDBG funds for FY 2020-2021, and a total of $1.18M over the course of the five-year plan. CDBG funds may be used for public facilities and infrastructure projects, public services, affordable housing related projects, homelessness, and economic development activities.
On November 5, 2020, the City Council approved Resolution 63, 2020, adopting the 2020 Consolidated Plan, FY 2020-2021 Action Plan, and the Analysis of Impediments to Fair Action.
The adopted plans were submitted to HUD for final approval on December 11, 2020. HUD approved the adopted 2020 Consolidated Plan, 2020 Annual Action Plan, and the 2020 Analysis of Impediments on January 27, 2021.

Annual Action Plan
The City is required to submit its Annual Action Plan to the US Department of Housing and Urban Development at the end of each Fiscal Year. The 2024-2025 Annual Action Plan was discussed and adopted by the City Council on August 1, 2024.

Consolidated Annual Performance Evaluation Report
At the end of each Fiscal Year (FY), the City must also prepare a Consolidated Annual Performance Evaluation Report (CAPER). This report must be submitted to HUD within 90 days after the close of the program year and includes information on the programmatic accomplishments under various grant programs.
